Fedora Hosted Project Guidelines (Ticket #847)

That reminds me, I meant to ask someone whether they have to have the Trac
homepage to implement ticket tracking? If they must have it there, then
they can at least put "Welcome to $project! For more information, our site
is here: $site", can't they?
