Fedora Hosted Project Guidelines (Ticket #847)

So we could at least ask them if they have a site or another means to
describe what the project is, link to it instead of ignoring the Trac
homepage? I'm hoping we can try to have accessible documentation on every
single project that is on the site at some point.
