If you want to test it locally your best bet is libguestfs, as Matthew
pointed out.

To change the root password [0]:

virt-sysprep --root-password password:1234 -a
Fedora-x86_64-20-20140407-sda.qcow2

To disable cloud init services [1]:

guestfish -a Fedora-x86_64-20-20140407-sda.qcow2 -i ln-sf /dev/null
/etc/systemd/system/cloud-init.service
