qa is fedora quality assurance. They use cloud instances for
development and also some applications like 'test-day' application.
Also, they will be testing cloud images there. 

infrastructure is for one off instances for infrastructure folks to
test or check something. Of course persistent images should be used for
long term stuff, but this is more for doing proof of concept type
instances.
