Freeze Break request: add 2 cpus to proxy11

This morning we had a few reports of mirrorlists timing out, and
noticed that load on proxy11 was very high. It was using all 4 of it's
cpus 100% and may have been dropping or timing out requests. 

I'd like to add 2 to it:
