[fedora-java] photran fortran dev module for eclipse

Hi,

So after taking a quick look online, it looks like photran a) doesn't work
Eclipse 3.1 yet and b) doesn't have public CVS.  Something will need to be
done about the latter if we want a buildable source zip.  We should contact
the authors and discuss options and then hopefully be ready to go by the
time photran works with 3.1.
