patch to fix pmd artifactId in pom.xml

Description of problem:
pmd's artifactId somehow changed. We need to reflect this in maven's pmd plugin
as to not break the build process of any dependent packages.

Patch against a "fedpkg clone maven-pmd-plugin" git repo is attached
