Short answer: NO
Long answer: mvn-rpmbuild is designed to work with only system installed
libraries. There is a middle ground mvn-local which will use system installed
when available and fetch online when not available but this makes no sense for
mvn-rpmbuild as builds will fail because koji builds are offline.
