Download flags from kde-look.org 
http://www.kde-look.org/content/show.php/KBFlags?content=26296
and then for each flag you need (replace us with code)
$ tar -xzf kbflags-1.0.tar.gz
$ sudo cp kbflags-1.0/21x14/us.jpg /usr/share/locale/l10n/us/flag.jpg
