File a bug against what?

Just to confuse things a bit more... I've read upstream recently that 
the global accelerator (?) support was being moved from kded4 to a 
standalone daemon... because kded4 is prone to delays from time to time, 
and the end result is that keypresses seem to stall/freeze.
