Konqueror and KMail can't save icon size

Hi
I can't save icon size to small (16)
How to reproduce:
start konqueror 
change icon size to small and text position to icons only
save profile (it does not matter the new profile or the predefined one)
quit konqueror
start konqueror 
icons will be 22 size again
The same story with kmail and how I can observe with other applications 
(dolphin)

I'm running fedora 10 x86_64 with clean installation 
KDE:
kdelibs-4.1.96-9.fc10.x86_64
kdebase-4.1.96-1.fc10.x86_64
kdepim-4.1.96-3.fc10.x86_64
