What you called "widget" is much more commonly refered as "Window". "Widget" 
has different meaning in KDE 4. 

You can try to set that shortcut via
System-Settings --> Keyboard and Mouse --> Global keyboard Shortcuts
KDE Component: KWin
you can search for Raise window
(haven't tried this myself, but this seems to be what you want).
