Pushes are done at various intervals ranging from once a day to a few
days apart. Pending simply means the update is waiting for the next
push. Once that happens the package should appear in the appropriate
repos within a few hours and the status will change to reflect the
repo that it is in.

The karma is not affected by anonymous feedback. Feedback is still
appreciated though.

Ideally both. If you create an upstream bug then be sure to reference
it in our own bugzilla. That way the relevant maintainers can track it
and decide what to do about it with regard to potentially releasing a
newer version or back porting fixes when they become available..
