I guess that might make sense. How many resources (RAM, CPU) does Nepomuk 
consume if it's not doing any indexing? What about the Akonadi Nepomuk 
indexing? Having the Nepomuk service enabled by default so apps which use it 
fully work sure makes sense to me (but yes, its Strigi indexing service 
should be off, it's a huge resource hog and getting that enabled in an 
update will definitely upset folks).
