this is for doing it manually. 
To make this persistent, you have to change the default, then go to 
"System Settings" - "Advanced" - "File Associations". 
Select "Text" - html. 
In the "Embedding" tab, move "Webkit (webkitpart)" to the top.

Or from the command line :
 
keditfiletype text/html
 
and then, in the "Embedding" tab, move "WebKit (webkitpart)" to the top.
