i wish i could give you an answer, but i can throw some questions your way.
i tried what you are trying years back and gave up, but these are some of
what i had to deal with to get close.
is root password same thru out your systems?
what ntp *server* did you install on router?
if using ntpd, did you let router stabilize before queuing it?
is ntp allowed 'inside' by firewalls, or is it passed thru?
