If using < f14, you (still) need to manually enable the kded nm module 
(which conflicts with operation of the monolithic knetworkmanager client).

Either run,
qdbus org.kde.kded /kded loadModule networkmanagement

or edit
/usr/share/kde4/services/kded/networkmanagement.desktop
to include:
X-KDE-Kded-autoload=true
(and restart your kde session)
