relax dependencies of "kate"?

the whole "kdesdk" with 22 MB and "kdepimlibs" with 7 MB and for a extended
texteditor konqueror/dolphin is really needed? :-)

sorry but i can not believe that THIS is a minimum requrement and if it could
be one package, something is here wrong simply because "kdebase" never should
remove "kdebase-libs" as dependency, the other direction i would understand
