man pages are gzipped 'troff' format.

it is possible that for some reason, 'shutter.1.gz' file is actually
troff file that some how got left from unzipping and did not get
gzipped back.

if you view file with hexeditor, you will see readable text. you will
also see actual formatting if you highlight file and manually open
with kwrite, or such.

if such is case, remove '.gz' and use gzip to zip file and man should be
able to open it without error.

  mv shutter.1.gz shutter.1
  gzip shutter.1

which should leave you with file shutter.1.gz

faster than downloading again.

recalling was that years ago i had a similar problem with a man page and
used 'mv' and 'gzip' to restore file.
