Because that'd be a completely separate Product or Spin, based on Plasma 
Active instead of Plasma Desktop, and shipping the (often separate) 
mobile/Active versions of applications instead of the desktop ones.

Our main focus will remain the desktop version of both Plasma and the 
kdelibs-based applications, and that's what we want to deliver in our 
Product.
