Proposal: Defer browser decision until QtWebEngine's fate is clear

-1 from me, for now.
Once there's a decision on a topic, we won't cast a new vote a day after  
the previous one was closed. We can wait how the situation will have  
developed until F24 and then switch to whatever is most suitable.

In my opinion, we should ship a system that's usable, even for the cost of  
not being 100% "pure". If there's a usable Qt based browser half a year  
 from now, why not switch again. It's not like we force the user to not use  
whatever else he wants to.
