Enable/disable touchpad

Okay, so is the ability (or lack thereof) to adjust the scroll speed a
bug in libinput or KCM? And what's the best way to get a bug like that
fixed (since I know I'm not the only one that it affects, and it makes
my touchpad effectively useless for scrolling)
