Never mind.  I "fixed" it.

For some strange reason it seems there must be a wallet named "kwallet" for the manager to start.  Previously I had chrome using a wallet called "gpg-wallet" and that was the only one on the system.  I copied the gpg-wallet files to kwallet files and the manager opened.  Odd behavior that I may track down at some point.  :-)
