Implement Fedora KDE documentation in order to create a stronger contributors base

To be honest, I don't think my departure is leaving such a big void. My 
contributions to core KDE packaging had been slowly but steadily decreasing 
lately, which is why I decided to be honest and officially pull the plug.

That said:

better documentation of the processes cannot hurt.
