Lucky you must live where one of the hard coded locales matched and you
didn't need to change it. Many others aren't so lucky, of which many can't do
anything about it. According to upstream KDE, a fix must come from upstream's
upstream, QT, for which a fix is more than a year overdue:

I find so much wrong still that it feels no better than what I remember of
the KDE 4.0-4.9 period. Breakage and feature loss overwhelms what's good.
