My box had the exact opposite problem, I'm not using grub2. On upgrade
to F16 grub1 (/boot/grub/grub.conf) was blank but grub2
(/boot/grub2/grub.cfg) worked just fine. Deleting grub.conf caused it
to stop whining about being unable to find a template and now all is
well.
In my case (and Don's it sounds like) this was completely cosmetic...
