F15, F16 and F17 on the same kernel but with different patch sets?

Actually, most bug fixes do get applied to all 3.  Features however, do
not.  Frequently it is because userspace support is not present in an
older release of Fedora. And of course there are bug fixes specific to
features like that as well.
