Initial aarch64 config updates for 4.2

They look great.  I was initially surprised to see an added changelog
in kernel.spec.template, but that is exactly where it should go.  I
just didn't have the "someone submits patch" workflow in my brain yet.

I've applied them all locally, and they should be in the build I do
later today.  Thanks!
