[Fedora-legal-list] ike (Shrew Soft) license

Hi,

I'm looking for possibility to package ike VPN client [1]with following
license [2]. It looks like TOSL license.
It uses headers from openssl (OpenLDAP license) and header files from QT3
(which is QPL or GPLv2 or GPLv3).
Is this acceptable for fedora?
