Assuming the Lucida fonts are still licensed under the same text as
found here:

https://fedoraproject.org/wiki/Licensing/Lucida

If so, then there should not be any issue with packaging Lucida in Fedora.

Just make sure you're not duplicating bitmap-lucida-typewriter-fonts.
