Looks to me to pretty much identical to the standard 3-clause BSD
license, though I have to admit to not understanding the parenthesized
bit in:

Copyright (c) 2003, The Regents of the University of California, through
Lawrence Berkeley National Laboratory (subject to receipt of any
required approvals from U.S. Dept. of Energy)
