Short answer: Because we always have.

Long answer: Because the content universe is not as Free as the
software universe. We strongly prefer that items classified as content
are under a Free license, but we only require that they be freely
distributable without restrictions and that the content enhance the OS
user experience.

Please note that we do not consider software or fonts to be "content".

I would note that even the FSF uses CC-BY-ND for its content.
