It has no defined meaning, as such a License: field is not permitted by
the packaging guidelines.  Those guidelines specify a rather precise
format in the case of multiple licenses, and indicate additional
requirements for describing what files are under which license.

If you see a package with invalid or incomplete licensing information,
please report it.
