I am reviewing GNU C-Graph (http://www.gnu.org/software/c-graph).  Its
COPYING file contains this text, followed by the GPL v3 license text
provided by the FSF:

    GNU C-Graph 2.0 Additional Terms per GPL section 7
    ==================================================

GNU C-Graph version 2.0 (C-Graph) is licensed under the GNU General
Public License version 3 or later (the GPL), a copy of which is
included below. This notice constitutes Additional Terms in respect of
author attribution and prohibition of misrepresentation pursuant to
the GPL sections 7(b) and 7(c) in conjunction with section 5(b).

1) In accordance with the GPL section 5(d) prescribing the display of
Appropriate Legal Notices, the interactive user interface shall retain
the following copyright notice to be conspicuously displayed on
program start-up:

      Copyright (c) 1982, 1983, 1996, 2008, 2009, 2010, 2011 Adrienne
      Gaye Thompson, Sole Author. GNU C-Graph version 2.0. Derived
      from BSc. dissertation "Interactive Computer Package
      Demonstrating: Sampling Convolution and the FFT", University of
      Aberdeen, Scotland (1983). For the code from the dissertation,

2) Representation of the origin of C-Graph contrary to that set out in
paragraph (1) above, is expressly prohibited.

3) All modified copies of this code must include, and display in their
Appropriate Legal Notices, the following text:

      Based on GNU C-Graph version 2.0, authored by Adrienne Gaye
      Thompson.



Would this still be "GPLv3+"?  Do the additional terms need to be
noted in the spec file?  Thanks,
