No, I have it on my box,
$ rpm -q policycoreutils
policycoreutils-1.33.6-3.fc6

$ ls -l /sbin/fixfiles
-rwxr-xr-x 1 root root 6066 Dec  6 22:05 /sbin/fixfiles

The problem here is in "chroot" environment, IMHO.
