Here's an update on testing:

- New users are not getting 403's anymore.  Good news.  They aren't
being added with administrative rights either. Also good!
- First-time comments are being held for moderation - good
- Second-time comments (and third, etc) are ALSO being held for
moderation - NOT GOOD.
- The issue with strange database-looking descriptors vs. english
descriptors in one's profile editing page is resolved - it now says
"real name," etc.
