TinyMCE in Footnotes module

As I was reviewing the Footnotes module, I found that the TinyMCE
editor is included as a submodule.  I left information about this in
my package review:

(With abject apologies for being slow on getting this out.)

It looks to me like the subdirectories involved can simply be
%excluded with no ill effects on the module (nice design?).  However,
I haven't had time to test that against content.
