[Insight] Fixed theme package

I think I fixed the problems in the Fedora Insight theme package for
Drupal 6.  At the same time, resolved a better specfile template for
people who don't want to spend too much time fiddling between
different versions.

Andrea, if you get this into the Infrastructure repo, I think it will
take care of the theme problem.  I know there may still be some DB
issues.  I was online a lot last night but we missed each other again!
