[Insight] Branch/merge process

I revised Peter's excellent proposal on our Features module process here:

The revisions are in accordance with the discussion we had in
Tuesday's meeting, hopefully. I'm hoping a couple of our more expert
git users on the list (e.g. from Infrastructure) can weigh in on any
problems they see.
