Talking Points SOP: status update, next steps

Status update: Wiki page has been populated with information from
[[Talking points]] category page. Remaining tasks for the wiki page
are listed on [[Talking Points SOP]] in the "page progress" section.

I'm driving for the next 2 hours, will be back online tonight; in the
meantime, anyone who wants to jump in can.

If someone wants to dig up emails that were made in past cycles to
come up with an announcement for help / finalized decision mail
templates, that would be awesome. :)
