Talking points SOP update

I made https://fedoraproject.org/wiki/Template:Talking_points and did a 
bit more work on https://fedoraproject.org/wiki/Talking_points_SOP, but 
the latter won't be done until talking points are done. (They're chosen, 
but the descripts of the chosen ones on the page now need to be polished 
up.)

Remaining tasks on talking points (on me by default, feel free to 
help/steal ;)

* polish F13 talking points
* announce F13 talking points
* finish SOP for core release deliverable
* look at SOP with KDE SIG to make a "if you're following these 
instructions for your own project..." section
