Depends on length, but I assume they're fairly long. I'd put them in separate articles, posted at the same time, and at the top of each other, link to them all, something like: 

[Brief explanation of the council] To help you choose the candidates to vote for in Council elections, we're posting interviews with each candidate. Read them all: 
- Andy
- Beth
- Chris
- Donna
