It's really not intended for general readers, on the other hand, our wiki
is open. So the admon note is the only way how to say, it's only for 
planning purposes as many of changes are still undergoing development,
some changes could be not to be update (I periodically nag owners but
sometime some people loose interest) and you probably remember that
FreeBSD kernel craziness. 

The whole idea behind new changes process was - Change pages are hints
for documentation/marketing. The proper coverage will happen in RN
and release announcements. As it's proof-readed, changes are checked to
be in the correct state for that milestone and written in the way for
users.

And yeah, I saw it linked from many websites even with the admon header,
nobody reads it (?) :(. Kamil even asked me to put it to every single
page.

I'm not sure it was coordinated at all but I like this idea - actually it's
copy paste of the release announcement.

I think release announcement is a good starting point. For Alpha, it's
usually pretty short but work on Final is on-going and it's pretty
descriptive with almost all changes. Maybe we can pull it back to Beta,
as Beta is really the first time it makes sense to talk about changes.
