The workflow i proposed a few weeks back is primarily designed to 
mitigate a lot of this -- having a pitch layer will help prevent 
articles being written that don't fit into the scope of the Magazine.

Also, the edit flow plugin that is now enabled allows communication 
between the author and editors to communicate.
