[Magazine] Fedora "Year in Review" article scheduled

Hello all,

"What is a Fedora “Year in Review”?" is drafted, edited, and scheduled 
for tomorrow at 8:00 UTC. The article should be complete, but any second 
looks, as always, are appreciated!

Since I only started the draft today, there was no where to put a 
featured image yet, but I noticed the one that Paul committed two days 
ago. I loaded it up in Inkscape and exported it as a PNG and just used that.
