According to
http://hg.et.redhat.com/cgi-bin/hg-misc.cgi/fedora-mingw--devel/file/8bd4182dafe0/boost/mingw32-boost.spec#l1 this file should be in /usr/i686-pc-mingw32/sys-root/mingw/bin/
