proposal for a new beat

I'd like to add a "Statistics & Metrics" beat to the bottom of each 
issue.  I'll be the beat writer.

It would pull in the weekly information from /wiki/Statistics and also 
work with the new fedora-weekly-metrics code that luke macken is hacking 
on.

Right now, that code does some wiki analysis.  Here was its output 2 
minutes ago:
