Where did you see this requirement?  A GPG key has not been required
for over a year and a half.  If you can point us to where you found
this erroneous guidance, we can fix it.

The Documentation team produced a Jargon Buster some time ago:

If you don't find something there you think should be, you can add a
blank entry to the page and ask someone to explain it to you, then add
it to the page.  What a great way to contribute!

Have you had a chance to read the pages on the Feature process in
Fedora?  Each feature page describes the feature and what it does.
You can see a list of the current features for F12 here, and each
feature name links to the detailed feature page.
