Use format=flowed. I do this at work for our text/plain purge messages.
I injetc the messages directly into sendmail or qmail-inject to keep the
headers intact.

It looks something like this:
From: Whoever <whoever at example.com>
To: Whoever: ;
bcc: whover at example.com
Subject: Whatever
Content-Type: text/plain; Charset=US-ASCII; Format=Flowed

Dear Whoever: 

Whatever
