A set of macros for building GHC packages following the Haskell Guidelines
of the Fedora Haskell SIG.  ghc needs to be installed in order to make use of
these macros.

Update Information:

Add Requires for redhat-rpm-config to make sure that ghc_arches is defined for users.
Don't generate bogus package dependencies on ghc-base = 3.x, which is part of the main ghc-base-4.x subpackage.
